Not entirely true. If you live close enough to the US border to receive US stations, then it might be very useful to you. Instead of entering a zip code or an actual address, you can enter the geographic coordinates (latitude and longitude) of your location.

The FCC data base not only contains data for US stations, it also contains the same information for Canadian border stations. It might contain information for Mexican border stations as well. I have used TVfool.com for my location in Canada and it lists all the US and Canadian stations in my area. (Unfortunately it also list stations that are not yet on the air so its reports are a bit cluttered). The results I get are quite accurate.

I did it as you say and it gave me stations located in Texas along the border with Mexico.

I put my Toronto postal code in... ignored the state entry and it worked for me.
