Default Flickering "dashed" line on top of TV. Help requested

I have a new Vizio XVT553SV. I just noticed that when watching some of the standard def channels on DirecTV, there is a flickering line (white / black) on the very top line of the screen. It almost looks like what only one line of a fuzzy (read: channel with no signal) screen would look like.

Is this a normal problem or should I be worried? There isn't any issue when I'm watching an HD channel.

Sounds like an overscan issue.
I'm not familiar with the Vizio's menu, but there should be something in the picture menu to correct this; 1:1 pixel mapping (off), H Size or some such thing.

Definitely sounds like overscan I would contact Vizio they should be able to advise you of corrective measures, their CS is pretty good.

Thanks for the sarcasm and assumed stupidity. Much appreciated.

Turns out the problem can actually be solved using the DirecTV settings. Had to active that Native setting so that it adjusts the resolution to the TV. Problem solved. Thanks for the inputs guys!

That line is the closed captioning data that can happen when they screw up some broadcasts. You will notice that not all channels show this and even the same channel doesn't always show this. It is a broadcasting issue, but using an overscan setting on the TV will solve it. Or in this case likely a setting on the STB is now sending an over-scanned signal now.
