Don't go poking around in a tube set unless you know what you are doing, there are some VERY high voltages floating around in there even after the power is disconnected, it would be better to take it in to a TV repair shop.

You need to know what to discharge first before it is safe to look around, and don't even think about doing it with the power on unless your a TV tech.

As to the power problem, there (on some power boards) could be what is called a Pico Fuse, this would be protecting the main power transformer, this Pico Fuse looks like a resistor but green in color, if this is gone (burnt out) then the power will be too.
