That is overscan, perfectly normal. There is a sticky post here about Overscan.

Default PC to TV issue

I've read this post and wasn't sure if I should post my question here or add to it...so here it is;

I recently purchased a Sabrent DA-HDCP HDMI to Component Video/RCA audio converter-HDMI input, Converter (YPrPb-YCrCb) Output, 720p in order to connect my computer to my HD TV (Toshiba 46H84C) using a Raygo R12-40784 Component Cable - 15ft, 1080i, Male to Male, PVC, Black and connecting it with a newly installed video card - Sapphire Radeon HD 5450 100292DDR3L Video Card - 1GB, DDR3, PCI-Express 2.0(x16), 1x Dual-link DVI-I, 1x HDMI, 1x VGA, DirectX 11, Single-Slot, Low Profile


My computer is recognizing the HDMI-TV as a second monitor, however nothing is displayed on the TV screen. I'm clueless as the problem, I need help.
