This is a pre-production car. Dodge didn't offer the Hemi in the Charger. And with the Hemi you got 15" wheels and tires. Those are 14".

1969 Charger 500










You will notice above that the Dealership Data Book says the Charger 500 came with 15" tires and wheels. This was amended after the book's printing and was changed to 14" as this ad shows ( I also looked at an original Window Sticker which showed F70x14 Red Streak tires as standard with White Streak NC):
