Default Activating a Set top Box

My Cable Company Is Spectrum Cable.

I have a Scientific Atlanta 8300 HDC settop box that I purchased from an Internet reseller. It supposed to be a "a Field return/re-certified" working unit. I have made several attempts to "Activate" it, without success. FINALLY, the last operator I talked to said she thought that I might have a bad Cable Card, which I lease from Spectrum, and she would send a Tech out to determine if the cable card was bad. He showed up with no new Cable Cards, (he said) first claiming no knowledge of my SA hardware, later said he had installed hundreds, (They have installed 1000's like this), He said he had no knowledge of the "FCC rulings for Customer owned settop boxes" (FCC 8/8/2011) and he refused to install a New Cable Card! He called his supervisor TWICE!, for a discussion out of my hearing, then finally tried to convince me to rent a DVR/REC from Spectrum! He left without even trying to Activate my box! What a SHAM! Apparently, these Cable Cards have a date on them that expires! I will see if I can get a new card in an exchange for the one I now have.....and try to activate that. Any help or advice would be appreciated.

You cannot beat them out of their "Everybody must rent our box" stance.
