Questions:

Direct tv ordered online, installation has not happened yet, and equipment has not been delivered (credit card charged for equipment.

Re cancelation for install

1) any penalty or fee?
2) refund for undelivered equipment?

A quick call to Direct is probably your best bet.

I'd also call your credit card company and challenge the debit from DirecTV. Tell your card company that you never had the installation done nor did you receive any equipment.

When you contact DirecTV tell them that your card has already been debited and you think that's unacceptable practice. A merchant should never debit a credit card until after the product or service has been delivered.

For what it is worth - i questioned my credit union and many vendors will put it in temporary mode - to comit the funds - then about 7 days later finalize it. That's standard practice so the merchant can find out if there really is an account that can handle the debit. On my card it's called PENDING and I see pending charges all the time. But the fee doesn't move from pending to debit until after the goods or services have been provided or shipped.

There is absolutely no charge if THERE IS NO INSTALLATION! Even if the installer comes out and can't install or you don't like where he wants to put the dish, NO CHARGE! The charge can only start after install.
Now they will do a "temporary" charge when you place the order to make sure your card is good, but if there is no install, that charge will be removed.
