Cox High Definition and Digital Tuner Cards (PC)

Hi everyone, I'm new to the forums and I have a question that I've had a hard time finding answers to. I'm a Cox customer in Baton Rouge, LA subscribed to a digital cable package. Cox provides a free limited HD offering to all digital cable subscribers. I have a TV tuner card in my PC with both NTSC (analog) and ATSC/Clear QAM (digital) capabilities. While I understand that unlike a set top box, TV tuner cards cannot decrypt an encrypted channel for understandable reasons, I don't understand why I can't receive the free HD channels offered as part of my digital cable subscription. The only QAM channels I pick up are local digital broadcasts, with little HD programming. Are the free HD cable channels still encrypted, requiring a set top box to view? This is the only conclusion I can come to, but I'm not 100% certain. I'd really appreciate any feedback. Thanks!
