Cox - Northwest Arkansas - horrible PQ

I just bought a Samsung HP-T5054 and have it connected to a Motorola DCT6416 III via HDMI cable. The SD channels look horrible, very pixely, tiling, blurry around text, etc. HD channels look decent, but more like what I would expect from a SD channel. I have a 37" LCD by LG in the bedroom and it has a much better picture, with and without the HD STB. I have replaced all the splitters in the house with the most expensive Monster splitters Best Buy sold, installed a 10db signal amp, tried using component cables instead of HDMI, and tweaked every setting I could on both the STB and the tv.....all to no avail.

I ran the test shown below on my cable modem just to see if the strength looked good. It seemed fine to me. (Like I know what I'm looking for) lol

I have an appointment scheduled with Cox for this Thursday. Is there any chance the tech will be able to remedy my problems? Do I need to have Samsung/Best Buy send someone else out as well?
