Rhyme and reason of RSN blackouts

Apologies if this has been asked an answered a dozen times, but searching 'blackout' yields only slightly fewer results than simply looking at all the posts unfiltered. ;)

My question is this: I pay for CenterIce every year, and I'm happy to do so. But why are the RSN's blackedout in many cases? For example, I'm originally from Pittsburgh, so my team is the Penguins. When the Pens play, I'd like to have their commentary team. But when they are the road team, Fox Sports Pittsburgh is under blackout 95% of the time. Why come? Can only the home team RSN be 'unlocked' for CI subscribers? I would like to know, cos I ended up recording about 3 hours of black last week for their opener against Carolina.

Yes...Center Ice carries the home team coverage, unless for some reason the home team coverage channel isn't carried by DirecTV. For example when your Pens play @ Chicago, you will get the Pens coverage, because Chicago doesn't air any home games.
