confused between DVI and VGA

Help please. I'm new to digi techno stuff. Slowly getting my head round it. Kids know more than me at the moment!
I am looking to buy a component to DVI/VGA cable to hopefully improve my picture quality. My 27 inch TV has HDMI and PC VGA (supports component) inputs, but my HDD/DVD recorder only has component. The HDD/DVD also has audio jacks.
There are component to DVI and also component to VGA cables available on the net and want to know which is the one i need. I currently connect via scarts so Would this make an improvement.

What is the make and model number of your TV?

What is the make and model number of the HDD/DVD recorder?

There are two different kinds of Component:

Lo Band Component - NTSC - just slightly better than S-Video - Limited to 480i/P

Hi Band Component - HDTV - will pass either a 720P or 1080i signal. No real difference between HBC and HDMI/DVI as far as picture quality.

Component and VGA (RGB) are Analog formats while HDMI and DVI-D are Digital formats.
