HD Moniter vs. HDTV

I have a computer with a Biostar mother board with an ATI 3300HD chipset. It has a DVI-I output that I would like to use. My question is, if there is an HD computer moniter vs.an HDTV with equivelent contrast ratios and refresh rates which one would be better to use for my computer. I wish to use it for surfing the internet ,watching movies on Netflix and tv shows that I have recorded using a Hauppage tv tuner card.

23 inch moniter $250 to $300

If you won't ever watch tv, just get the monitor :)

monitor is better for you.You can watch video by computer.
