They are not identical as only the DVR has the hard drive installed. If you open the boxes up you will also find a different motherboard in the two types.
Supposidly here in the next few months we are going to get the whole house DVR capability rolled out. That will allow your STBs that are not DVRs to access the recordings on the DVR.
