Default U-Verse Install Issues

Me and my neighbor were scheduled for install this past Sat. The first tech came out and said everything is ok, the next tech will install the lines in the house. The next tech comes 1.5 hours later and says "oops, you only have 26 ga. wire from the VRAD. I will get someone out Monday to run 22 ga. to the small box in between our yards. 3 hours later a guy in a big bucket truck comes out and says we only have 26 ga. line, which we already knew, and that we can't get service because it provides 3600 down and only 1.0 up. Sorry, but AT&T will not run 22 ga. from the VRAD because it would be cost prohibitive. A guy 5 houses down has U-Verse. They ran a 'drop', or three spans of 22 ga on the poles to his yard, then to the house they used the remaining 26 ga. The guy says his boss wouldn't let him run ours on the poles. This doesn't make sense. We are under a half mile from the VRAD and the line is upgraded to 5 houses down. That is, if they ran more than one service to his pole. The tech says that was temporary. Doesn't that mean they plan to send someone to bury it later? Anybody have any ideas?

It is hard to imagine what AT&T may be using to determine such an upgrade.

Yeah. At this point I feel I have wasted too much time on the phone without any answers. They still have not sent the follow up tech yet. Strange.
