Default Newbie question: Audio Track visible when watching broadcasted HDTV channel

I recently had the cable box replaced (problems with reception) - ever since then, when I change to a HDTV broadcasted channel, I can see the audio track (or at least what I think is the audio track) at the top of the screen. Also, is it a common issue that sometimes the audio and video aren't in sync when viewing a HDTV broadcasted channel? I have a Toshiba 50H13 - rear projection HDTV box with a Comcast motorola cable box attached. Thanks all.
