Question Samsung 6163W - blurry picture?

i have a new Samsung HLP6163WX/XAA connected via HDMI to a Scientific Atlanta Explorer 8300HD dvr box that gets its signal from Austin TimeWarner. the HD channels are pretty good, but the normal digital channels are poor in quality. as in my other tv without digital is as good in picture quality. the picture is blurry or fuzzy. if numbers or letters are shown on the screen, their edges are this way, not crisp and clean.
TW has been out once already and replaced the cable from the curb to the house.

any ideas?
