Analog broadcasts will not be shut down until 85% of the U.S.A. has the equipment to receive DTV, meaning 85% of U.S. households will have either a digital TV or set top box.
Question: How will we know? You can't really go by sales figures, because X number of digital TVs sold does not mean X number of houses have one, some are going to buy more than one. How will we know when the 85% thresh hold has been met?
You may be able (from other posts) to tell I am really pessimistic on the whole transition to DTV. BRoadcasters are not keeping up their end of the deal, and got $100 Billion worth of broadcast frequency for free.
