Right now there are very few channels being used on VHF-Low (real channels 2-6) because the noise level is high from electrical interference. This makes reception of digital TV signals more difficult than analog TV signals.

Some of the stations that remained on VHF-Low had to move to VHF-High or increase their power to improve the reception.

Currently, there is an incentive auction going on to convert the higher UHF channels to cell phone use. The results of the auction will determine what happens to UHF, VHF-High, and VHF-Low.

Some of the UHF broadcasters will shut down their transmitters if they are paid what they want. Some might move down to VHF-High. This might force some to move down to VHF-Low.

We don't really know what will happen, because the auction isn't over yet.
