Default receiver advice

which receiver would you advise the onkyo 607 or the pioneer vsx 1019 ah, I really dont know much about pioneer but they seem to get good reviews, would one produce a better sound than the other?

They both would be about the same. The Onkyo does have more features for the price. You might also want to consider looking at Denon, Marantz and Yamaha...

I am looking for the receiver that would produce the best sound in your professional opinion which one do you think would?

I think the Pioneer would provide better overall sound, but it ALWAYS depends on the tonal quality of the speakers as well to make sure they match the receiver. Onkyos run bright so you want warm speakers for use with that, but the Pioneer is on the warm side of neutral so neutral or brighter speakers would work better with that.

I've not found that to be the case with the standard Pioneer receivers. The Elite line is a different story though but it is in a different class as well.
