It may have been like a nanosecond it went out, or it had a lowering or power thats real common. (brownout.) AC power is very unreliable and flucuates all day long. If a person on the street uses a power tool that takes up lots a amps, it will affect your power with drops. When they cease use, pwr will "jump" back to where it was.
Appliances will take a huge amount to start, once started it drops to normal. ( Like a Fridge or clothes washer)
It's not voltage but amps that kill. ONly one solution, as some areas have worse than others, is a UPS and of couse a pwr conditionewr and a surge outlet protector.
