Does response time or refresh rate have anything to do with a
1080P TV actually producing a 1080P Pic ? Thanks-Joe |

If the question is whether either has any bearing on whether the 1080p picture can be displayed, the answer is no. Only the resolution of the display will govern this. Those parameters would only affect how well the 1080p picture would be displayed, assuming we are talking about a 1080p display.
