Line moving up screen?

I've been researching this problem for a while now, as we have a client who is experiencing the same problem in two seperate wings of a Colorado resort. Both TV's are Planar PD420's and we have troubleshot both by switching out the recievers with properly working rooms, as well as run new cat-5 from the rack location to the unit, trying to rule out a compromised line or electrical interference. No change in the problem...

However, when we unplugged the sets from the circuits they have been on and run them over an extension cord to another circuit in the hall, the fuzzy pink line disappeared. Furthermore, the high volt electrician was called and ran an isolated circuit to the tv location and the line was still no longer there.

Here's where it gets odd though, after two weeks, slowly the line has returned. We have exchanged all the connections from the incoming line to the tv, as well as all the components so we're being led to believe it's still some type of power issue. Check to see if another circuit works better if nothing above has solved your problem.

Sounds like there is a group loop issue on those lines and changing out the lines and using an extension cord shows this. An licensed electrician should be able to solve this issue just by changing the wires to those outlets I think.
