On a Samsung Flat Panel that has the red/white (RCA connector) Audio out jacks on the back, is the audio out a fixed level so that it can be connected to a sound system or is it dependent on the TV's volume setting. Reason: we are trying to connect an older surround sound system to a 46" Samsung TV. The TV is connected to a HDR Cable box using RGB video and the red/white audio connectors. The HDMI will not work for whatever reason (according cable company technician). The Cable box has no other audio out except FO but the surround system has no FO input. Therefore the analog audio out on TV is the only option if it will work. I would check it myself BUT I am helping them over the phone from afar..

Yes, it is a fixed audio level to be controlled by the receiver.
By FO I assume you mean fiber optic? Do your receiver does not have any digital inputs at all? Then it must be pretty old and would not have DD 5.1 decoders anyway and probably only prologic (if even that). If so, just connect the component video and analog audio to the TV, and then use the analog out from the TV to the receiver. This way you can use either the TV speakers or receiver for 2 channel PL via your receiver when you want.
