I just moved into a house that has a dish network dish already installed and all the outlets in the house are in an acceptable place. I have never had dish before. What do I need to do to get service going? Could I buy receivers privately and somehow activate them? Which dish do you need for the HD programming?

You will probably get a better deal by calling Dish Network and getting their free install and new customer discounts.
They might need to upgrade the lnb's on the dish or properly ground the dish/wiring, so it's probably best to let them come look at your system and connect it for free than to have to buy receivers and take full rate subscription from the get-go. It is really cheaper to lease the receivers from dish than to buy them anyway, because there is a per receiver connection fee for owned equipment that is equal to the lease fee for leased equipment.
