Default Signal strength indicator on SA 4250hdc

I believe its the rf parameter thats an indicator of strength on the STB, it was -20dbmv yesterday and today its at -14dbmv and they have put in a work order a boost of power at the tap after the cable guy was here yesterday.
What should the rf parameter number on the diagnostics be, whats ideal?
The guy said -20 was way low and the number shows up in orange like the box is indicating its below normal.

Ok the RDF power on my cable box is 39 ( which is green and excellent)
The FDC power is - 4 which is also excellent .

However two months ago the RDF was 36, and the FDC was -14 which was bad, but still even with a strong signal you don't see any picture improvement because they compress the HD channels.
