HDMI/Component problem

The Component connection issue. This was discussed by the FCC in order 13-225

At paragraph # 64 (page 29 of 86) down resolution of the analog connection maybe permitted to a broadcaster who provides a 30 advance notice to the FCC that this will be implemented.

To save reading the 86 pages, may I suggest reading the statements by individual commissioners starting at page 80 with Chairman Michael K. Powell and more importantly at page 81 by commissioner Kathleen Q. Abernathy who says: "...By contrast, we have proscribed down-resolution only for broadcast content..."

Suggest reading paragraph "Compliance" on page 3 of 4. Note that "permissible ways including (1) analog output,e.g. to existing analog equipment" (bold letters from me).

Question: DVR unit with DVI or HDMI can it be considered as "existing analog equipment". In personal communications to me, Silicon Image (Intel, co creator of HDCP) said NO and a major cable manufacturer to me stated NO.

Note: Cable ready HDTV's using OTA for reception are not subject to Content Protection flag.
