That debate will go on forever. The best is the one that does what you need it to most economically.
Tell us what you want it for: OTA, cable, satellite or combination and if you need PCI or PCI-E.

If you just want cable QAM (HD for mainly the local channels) and analog, both Avermedia and Hauppage have a number of cards that will do that, some single, some dual tuners, available in PCI-E. If you want cable HD, the only one I know of is the Hauppage HD-PVR. You also need to decide what software you want to use with it and make sure the tuner is compatible. ATI also has good tuners, but I've lost track of what they have anymore.
I have 3 Avermedia and 1 ATI tuners and they have been very reliable. Avermedia is generally less expensive than Hauppage, but doesn't include a remote, so that is a consideration. If you want a good software interface, check out BeyondTV (Snapstream.com) who offers packages for both tuner and software. I've been using it for over 3 years with excellent results and reliability. They also have a forum with a lot of great help.
