Programs are locked after restore from external hd

When I restore a program from the external hd it shows up locked. It was not locked when I placed in on the ehd, but is when it is restored. Is there any way to stop this?

This is a feature not a bug.

That's the way it's supposed to be.

You can unlock them.

I wouldn't call it a feature.
I'd call it we have no choice and learn to live with it.
