Do you only experience this with your cable box? Not with DVD or something else? If not I would look to have the box replaced by your cable company since you ruled out cables/connection. Hopefuly it is the box and not the TV..

The lines you see on your HD Box, are known as Harmonic Resonance or HumBar, Simply put the cable or satellite connector is not grounded properly. a simple trouble call from service provider will correct the issue.
