Top Ten Lists?

Would it be possible to create a "Top Ten Questions and Answers" list for each catagory to help reduce the number of questions that seem to be ask over and over again? Perhaps update the Top Ten list once a month to accomidate current issues. This would also make it easier and quicker to find threads which most likely would have the best answer to popular questions by eliminating the need to read through several search results that are "close but not quite" the question I'm researching.
Also... Is there a way to find or list members by their geographic location?
