a few digital televison questions

First off let me say that a got a sony 30xs955 and I love it. The picture quality is great, even on sd channels. Watching the olympics in 1080i was incredible.

I have my set at my parents house now because i'm moving to a new apartment at school soon and would rather not go through the hassel of moving the set twice (its very heavy and akward to pick up.) They have time warner cable. When I scanned the available channels at their place I found all the normal analog channels that they have, plus some 480i channels that they dont get, and 5 or 6 hd channels (nbc, cbs, fox, pbs, etc.)

Is it normal for cable companies to leave the basic hd channels unscrambled? When I bring the tv to school I'll have Charter Cable, not Time Warner. Is it possible that charter offers any similar unscrambled hd channels. Their website says that Hdtv is an extra 5 dollars a month when you have digital cable. Im wondering if the extra charge is just for a receiver that is able to display hdtv. If thats true then I wouldnt need to pay extra. If anyone has any experience with charter, or just knows more about hdtv than me, let me know what you think.
