Which one is BS'ing me?

I have one repairman who tells me to solve a weak picture problem, he cranked the high voltage up on the set.
I speak to the new repairman about my being concerned about that having been done and he says very condecendingly..."well you can't adjust the high voltage and to think you can is just silly".

The set is 15 months old it's a Toshiba 42H82.

Is anyone here technically adept enough to either answer this, or direct me where to find the answer?

Not familiar enough with your display to say. An adjustable HV drive is not unusual, but even if HV can be adjusted, that does not mean it's the right fix for your problem.
