weird black bar in ROTK

I was watching ROTK when i noticed this weird moving black bar...

Is this some sort of new pan & scan? :confused:

Is it the EE of ROTK? Because I have the EE of TTT and the same thing happens when they upconvert the missing scenes from 576P dvd to the 1080i verrsion.

No, the weird black bar is only on the 16:9 1080i theatrical version...
