I have some questions about my LCD HDTV

I purchased a 32" HDTV LCD thats 720P... But, I don't understand why when I play 1080i brocast it seems to look better than 720P...

I also want to know what happens when you are outputing 1080i on a 720p does it downscale to 720P?

Your TV's native resolution is 1366x768 or 720p (768p) actually. Your TV will take a 1280x720 720p broadcast and upscale it to it's native resolution. I will downscale the 1920x1080 (1080i) interlaced to it's native res as well. It is usually better to down scale than upscale, even if it is more. That may be why you see a difference. But depending on the broadcast and TV, it should only be a slight PQ improvement.
