Well, I'll try and keep this short:
My university provides HD channels on decimal channels, and my TV cannot pick these up, do I just need an external ATSC tuner to receive them?

Hi Boba112 and welcome to the forum.
Your question is not a easy one - due to the fact that you did not say is the station is terrestrial - Over the Air, or some sort of closed cable system.
Over the air can be received with most any digital tuner or converter box, as long as you can accept a lower grade digital signal from the converter box vs. high definition from a High Def tuner.
Without knowing where you are located and what station you are trying to receive, there is no way for us to give you any advice.
If the station is over the air, you then have to realize that most times it is some sort of UHF station and requires the use of some sort of UHF antenna and appropriate wire to receive it properly.
Come back and post a physical address for where you live and the call letters of the station you wish to receive and we will be more than happy to give you advice for the equipment needed to receive it.

What are the channel numbers that they provide.
If they are the usual 2.1 up through 69.1, you may actually have an ATSC cable system, but if you see channels like 112.13 and the like, it is probably a QAM cable system and you need a QAM tuner to receive the station.
Doesn't the university provide a box that will convert the cable channels for TV use?

It's just the main TV stations like ABC, FOX, etc. So, it's like 4.1, 5.1, 6.1 it doesn't go as high as 69.1, and no they don't provide a box. They also have hyphenated channels like 102-1, 102-2, 102-3, those I already can get, but I can't get the decimal ones. Like, I can't punch them in on my remote so I'm assuming my TV doesn't have the correct receiver for them.

You might want to look at the instructions for your remote. My Toshiba remote at my cabin is not very intuitive. I'm not there now, but it seems you have to punch a button labeled "100" to get to the decimals after the main number (or something weird like that).

Yes, I have a Toshiba as well. The 100 is to hyphenate. I have indeed tried 4-1 and 5-1 as well but to no avail.
EDIT: Actually I just tried 004-1 again and it says "Digital Channel Signal Strength Is Low - ANT/CABLE: 4-1 (Cable)"

Could they be running QAM and 8VSB both? My daughters LG LCD TV will let us use Cable(QAM) and OTA(8VSB)(DTV) both. But none of the others will let them be mixed. One or the other but not both. Tho the Samsung has 2 jacks one is air the other is cable.
So try switching to Air and scanning.
