Is this fair? Everyone else was connected at no charge...and I think the county requires it for Cox to get the county contract. I'm I wrong?

I told Cox I wanted everything they had to offer and I needed every room to have a connection total 8 connections. I had them remove all RG59 and replace it with that 2.3GHz Quad RG6 with digital ends. Took them a very long time to install that stuff. They did it for me free when I moved here. This house had no connection to the pole which is far from here. I heard it had taken them over 2 hours to get the bucket truck and two guys to run 11 gauge drop line wire from the pole back to this house.
Why do they want to charge you?
