Yes. They did until the Gingrich years in the 90s when Clinton was president.
Seems all naysayers like to do is point fingers and try to find fault and lay blame.
Why don't you take responsibility for yourself and your own actions instead of trying to blame others for problems!

You can't always stay the same. The it's not broke don't fix it approach is not always the best approach.
And, if you havn't been paying attention, the current health care system is broke!
Someone has ideas. Those ideas are analyzed, discussed, agreement reached and action put into place.
