How is the cable box hooked into the TV?

I ask this because your average VCR offers only composite outputs. To answer your own question, attach the cable box to the TV via the single video cable, ususally yellow, and see if that works. If yes, then you can get by with a cheap VCR and enjoy a standard def tuner.

If the TV will only accept HDMI, or component, or S-video you might go with a DVD recorder. The Philips DVDR3505 is one example you can find referbished under $100, but I don't know if it will tune in CATV over the HDMI or component. This is something you'll have to ask.
