I switched to the Limited Basic cable, ran a channel scan and picked up a lot of Limited Basic HD channels in RI
6, 10 & 12 are the analog - the HD come in at 6.1, 10.1 etc...

channell 11 is 64... HD is 64.1

There's also quite a few HD PBS stations further up the dial (hopefully they don't pull those back)

So I guess you should check the settings of your HDTV and figure out why it's not able to pick up that signal when doing a channel scan.

FYI - I just have direct cable coming into the TV - no separate tuner - and it gets the HD signal as well as going from a cable box into the tv via HDMI
