bicker,
Does Comcast pay you by the hour or per post?
"Regulated limited basic"...no such thing in in the largest city in New Jersey. If the requirement exists, then it is not regulated becasue Comcast DOES NOT offer it.
Do the high rise buildings, say 20 stories and up, in your area generally sport antennae sticking from windows and thus give a good alternative to cable. Do all windows allow for a western exposure (if you'rein the East) to get satellite, or Eastern exposures in the West? You know all those magical buildings with NICE owners.
No, it's not a rotten landlord that makes TV reception a chore, it's a rotten company called Comcast, your likely employer! (Sigh, but I guess you'll deny the obvious!) You probably get your cable for free as an employee?
I live in the largest city in the most densely populated state and have Comcast, UNREGULATED Comcast, overpriced Comcast, incompetent Comcast, as my only choice.
Only a fool would say one should MOVE to avoid being tortured by a TV cable company.
