Sounds like your building sucks. You should expect that if you live in a sucky place you're going to have sucky choices. However, that's not any cable company's fault. Your choices, including the choice about where to live, and including all the down-stream ramifications that that entails, rests squarely on your own shoulders.

Incorrect. It is a
regulated utility. The price for limited basic is absolutely regulated. And the price for advanced services is deliberately not regulated because the government has determined that such regulation is inappropriate because there is competition for advanced subscription television services in every municipality in the country. (If they didn't determine that that was the case, they've been required to regulate the prices for the advanced services.)
Again: They are regulated. You just wish that the regulators were more consumerist biased, instead of
balancing the needs of consumers and business, which is what the regulators do instead.
It is important for consumers to stop looking for excuses and start taking responsibility for their own decisions, their own actions, and the ramifications of their own decisions and actions on their own options.

It sounds like you have a lot of legitimate beefs with your landlord. I would hate to live with you live.
