If the Philips has a cable tuner, then yes, you would be able to record on channels under 99 as the ones above it will be scrambled due to the fact your DVR doesnt take a cable card/smart card.
If it does have a tuner you could just run a seperate coax line to the DVR and switch between the inputs.
If your dvr doesn't have a tuner, you could hook up a VCR in sequence, so the vcr would process the cable and tune channels below 99, then you could plug that into your dvr and go from there...
or...

You could record what is being watch on the cable box.

just some ideas...
