If I read what you say correctly - you have an hd tv but sd service only from Uverse. Your neighbor has an sd tv and sd service also from Uverse.

It is pretty standard for sd content to look worse on hdtvs than on regular crts (sdtvs) If you search the forums here you will find plenty of information as to why that is the case.
