Any good quality DVD recorder can be used. I record from my DVR to regular DVD frequently. Mostly shows for the grandchildren since I use my HD PVR for HD recording from the DVR. See:

You just have to hook up the composite video (or s-video) and audio outputs to the DVD recorder inputs. Then you may have to set the output format of the DVR to 480i if it does not output SD with the DVR set to a HD output format. Some do, some don't, actually most don't.
Now if you are talking about getting an output from your TV's internal tuner, I don't think there are any video outputs available on any HDTVs that I know of.
