Who knows for sure. You have to look at the fine print for any model in the specs or call them to know for sure which method they use.

This is the problem with non-standardized specs for these TVs. I can almost bet that the really low quoted specs are using the method that is not as accurate, Gray to Gray, to measure it, but i wouldn't know other than a 4ms and lower seems fishy to me.
