You hit the nail on the head! Developers didn't really have a choice in the last gen as the PS2 was simply THE platform to program for. This generation, there are a lot of alternatives and time constraints dictate that they will have to make the most productive use of what they have. There is simply not as big of an incentive for developers to learn all of the tricks you can do with the Cell when the X360 is a much easier and better alternative. For multiplatform games, it has become clear.
