Comcast should be the least of the worries. At least there cap at 250GB is somewhat reasonable. Imagine being on Time Warner with a 60GB cap on there max service plan.

As is these cable company's complain about capacity issue's with virtually no proof. All there doing is making a move to increase there bottom line by limiting what customers do with there internet connections.

They want you buying there video services not using the broadband connection that you pay for to use services like this.

If these company's wouldn't grossly oversell nodes there wouldn't be an issue. And how does a cap cure the problem? If everyone is still using there connection at peak times the supposed capacity issue isn't going away.

If it was truly a capacity issue they would be throttling users at peak times after say maxing there connection out for 45 minutes. At which point there connection speed would drop from say 10Mbps to 5Mbps. That would actually work better but then they can't charge you overage's.
