Just simply MOVE the 360's component cables cables physically further away from ALL power cables going to the 360 or any other device near it. See if while moving the component cables away if it changes the static lines on the screen too.

You could also make sure that the 360 is plugged into the same outlet as the display to eliminate any groung loop issues.
