Actually it also depends on HOW they measured the response time. Some measure using gray to white to gray which will give better response times for the spec than measuring from black to white to black.

Virtually none of the current LCDs has eliminated motion smear do the LCD panels tech limits right now, but they are constantly improving them. Some double the scan rate to 120Hz on the higher end models, but many have reported that the motion with movies looks funny or unnatural using this mode. Even with a 120Hz LCD display there is STILL some motion smearing, but it is getting to the point where it is harder to see unless you are more sensitive to it than most people.

So when you see the spec for response times try to find out how they measured this spec to put the number in perspective with other mfg claimed response times.
