If I understand you correctly, you are running a cable from your TV to you Computer monitor? If that's true, you are connecting an input to an input. Each plug is expecting to receive a signal. Neither is actually sending anything and so you are trying to connect two devices that are not going to send anything. Sort of like plugging a light bulb into a toaster and neither into the wall and expecting the light to light up. It's not going to happen.

You need a video source. A DVI output like a PC video card or satellite box etc.
